The UK and US have secured a landmark bilateral deal that will keep no tariffs on UK pharmaceutical exports being sold in the American market.

The Terms of the Deal

Under the terms of the agreement, the UK has pledged to increase funding on pharmaceuticals through the NHS. This move secures that tariffs on these key products will be held at nothing for a timeframe of 36 months.

This agreement is in response to earlier warnings to significantly raise import taxes on branded pharmaceutical imports, with figures floated as high as one hundred percent.

"This deal between the UK bolsters the global environment for cutting-edge drugs and brings much-needed balance to transatlantic medicine commerce," a release declared.

Trade Significance

Pharmaceuticals represent one of the the United Kingdom's largest export categories to the America, which is clearly the biggest market for large companies like GSK and AstraZeneca.

Statistics show that in the 12 months to the end of last September, the UK sold drugs worth £11.1bn to the US. This value made up nearly one-fifth of all goods exports in that span.

"This deal protects jobs, boosts capital expenditure and sets the stage for the UK to become a international leader for medical research," the Business and Trade Secretary stated.

Key British Pledges

The pact involves several notable changes from the British government:

  • Price Threshold Increase: The UK will raise the price threshold at which it deems new therapies to be unaffordable by twenty-five percent.
  • Boosted Medicine Funding: There is a aim to double total NHS spending on drugs from 0.3% of GDP to 0.6% over the next decade.
  • Payback Limit: The sum pharmaceutical firms must refund to the NHS to stay within budget will be capped at fifteen percent. Last year, repayments topped 20%.

Recent Tensions

The deal takes place against a ongoing dispute between the drug companies and the UK government over drug pricing and regulatory access.

These tensions were heightened by assertions that American consumers were paying a premium for the same drugs than patients in the Britain and the EU.

Over the last 18 months, several large drug company projects in the UK have been paused or cancelled, while multi-billion-dollar expansions have been announced toward American operations.

One official acknowledged that the NHS needed to invest a greater share on treatments, noting that its budget allocation on drugs had shrunk as a percentage of its resources over the previous ten-year period.
